In March of 2008, a collaboration between The American Nurses Credentialing Center™ (ANCC), The Honor Society of Nursing, Sigma Theta Tau International™ (STTI) and Concerro™, Inc., resulted in the position document "Excellence and Evidence in Staffing; Essential Links to Staffing Strategies, Design and Solutions for Healthcare".

Over 50 healthcare leaders from health service, policy and research contributed to the development of a definition of excellence, an evidence-based model for staffing, and 10 Best Practices which are represented in the document.
